Question:
Can’t you have English bayaan, then azan, then short Arabic khutba, only difference will be the placement of azan?
In the name of Allah, the Most Gracious, the Most Merciful
Answer:
There is no problem with the above sequence, and it will be permissible to have an English bayaan before the second adhan of jumu’ah which is followed by the Arabic khutbah.
The English bayaan is essentially something extra and is in no way connected to the Arabic khutbah, thus, it can precede it.
Note, however, for Jumu‘ah to be valid the main khutbah must be in Arabic, taking place before the prayer and after the adhan.

مسألة: أذان الجمعة وما يحظر عنده ووجوب الخطبة
قال أبو جعفر: (وإذا زالت الشمس يوم الجمعة، جلس الإمام على المنبر، وأذن المؤذنون بين يديه، وامتنع الناس من الشراء والبيع، وأخذوا في السعر إلى الجمعية، فإذا فرغ المؤذنون من الأذان، قام الإمام فخطب خطبتين، يفصل بينهما بجلسة خفيفة
قال ابو بكر أحمد: وذلك لقول الله عز وجل: {يا أيها الذين أمنوا إذا نودى للصلاة من يوم الجمعة فأسعوا إلى ذكر الله وذروا البيع
