Question:
Assalamu alaykum wa rahmatullahi wa barakatuhu,
Is it permissible to touch a Quran in a dust jacket without wudhu?
The books of fiqh and fatawa tend to mention the touching of a non-removable covering that is stitched/glued on to the Quran (impermissible), or a juzdān/slipcase containing the Quran (permissible).
But a dust jacket falls in-between. On one hand, it is removable. On the other hand, it is clearly تابع to the Quran.

Answer:
The dust jacket (sometimes called a book jacket, dust wrapper, or dust cover) of a book is the detachable outer cover, usually made of paper and printed with text and illustrations. This outer cover has folded flaps that hold it to the front and back book covers; these flaps may also double as bookmarks.
The dust jacket is removable and is not stuck to the Qur’an Mushaf with any adhesive or stitching; hence, it is NOT تابع (subsidiary) to the Qur’an. i.e., the same rules that apply to the Mushaf do not apply to the dust jacket, because it is easily removable and not adhesively attached to the Mushaf. Hence, one does not need to be in the state of Wudhu when touching a Qur’an Mushaf that is covered by a dust jacket. [1]
This ruling contrasts with a cover glued to the Mushaf, which is not easily separable from the Mushaf. Such a cover is تابع to the Mushaf, so one must be in the state of Wudhu when touching it.
